1. Tennessee

Nashville's music scene, the Great Smoky Mountains and no state income tax might sound like a pretty good deal. So how did Tennessee end up at No. 1?

CNBC identified crime, inclusiveness and worker protections as major weaknesses.

The report also highlighted Tennessee's high violent crime rate and drug-related deaths. State laws affecting LGBTQ+ residents and limits on local anti-discrimination protections contributed to its low score.
